Requisitos:

  • Second-level university degree in social sciences, public policy, statistics, management, or related fields; a first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the second-level university degree;
  • At least ten years of experience in planning, designing, leading, and reporting on programme and project evaluations and strategic assessments, desirably within or for international organizations and/or the public sector;
  • At least five years of experience in a managerial role coaching and supervising staff;
  • Good understanding of emerging global issues relevant for the mandate of the OSCE and ability to apply global evaluation standards and trends to designing appropriate evaluations within the context of the work of the OSCE;
  • Demonstrated experience to work in highly complex contexts and to take a lead role; 
  • In-depth knowledge of various types of theories of change and logic models and ability to use a systems approach in order to identify, recreate and facilitate the development of theories of change and logic models for complex programmes, policies or initiatives and in order to facilitate evaluative thinking among stakeholders;
  • Strong experience in ensuring that the relevant evaluation quality assurance mechanisms are in place and ability to uphold the standards under pressure;
  • Excellent knowledge of elaborating designs for complex evaluations, drawing on existing best practices as well as developing innovative approaches;
  • Professional fluency in English, with excellent and concise drafting skills; 
  • Excellent knowledge of human rights and gender equality and ability to ensure that evaluation design, questions and analysis incorporate this knowledge into all settings;
  • Proven engagement in professional networks and continuous self-development in order to enhance competencies and skills;
  • Ability to work as a member of team, with people of different cultural and religious backgrounds, of different genders, and with diverse political views, while maintaining impartiality and objectivity;
  • Computer literate with practical experience in Microsoft applications and ability to utilize data bases, statistical analysis and project management software.
