Learning and Development Officer – OSCE
Citizenship of an OSCE participating State, excluding the citizenship of Ukraine;
First-level university degree in human resources, business administration, law, social sciences or related field(s);
Minimum of six years of professional work experience and track-record of excellence as a people manager, or in human resources; three years of which work in talent management, learning, leadership development will be highly desirable;
Ability to supervise staff and motivate a team, and work in a deadline-driven environment;
Demonstrated experience and success in designing and implementing best-in-class talent development programs and leading in complex international entities with globally diverse workforce;
Experience in an international organization, preferably partly in a mission environment;
Experience in research, analysis and synthesis of data and production of reports;
Professional fluency in the English language, both oral and written, and the ability to communicate clearly and concisely;
Ability to guide activities for positive organizational culture through appropriate programs and propose changes to related OSCE policies, staff instructions that relate to staff learning, development and welfare;
Ability to identify issues, formulate opinions, present conclusions and offer recommendations;
Ability to effectively communicate and advise managers and non-HR experts on complex recruitment related situations;
Gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
Computer literate with practical experience with Microsoft applications;
Working knowledge of Ukrainian and/or Russian language(s) is an advantage.
