Convocatoria: Evaluation Officer – OSCE
First-level university degree in social sciences, economics, public policy, evaluation, management or other related field(s); preferably a member of a national or international evaluation body;
A minimum of six years of progressively responsible experience in evaluation work or social science research, and international development work;
Experience in evaluation, which could include managing and/or conducting evaluations of development projects or programmes with an international organization or NGO, or similar assignments in a Central or Regional Government department, or qualitative and quantitative research experience with a University or academic institution;
Good report-writing skills and the ability to convey complex information in a clear and concise manner;
Demonstrated good research, analytical and problem-solving skills including ability to identify and participate in the resolution of issues/problems, establish rapport, and ability to apply good judgment in the context of assignments;
Appreciation of the need to observe confidentiality in a highly-sensitive work area, including complying with procedures required by the Office of Internal Oversight;
Fully proficient computer skills and ability to use relevant software and other applications involved in evaluation work, ideally including, but not limited to: financial applications, survey software, Statistical Product and Service Solutions (SPPS), advanced Excel skills, database skills, familiarity with statistical applications, spreadsheets and internet;
Professional fluency in the English language; working knowledge of Russian language would be an asset;
Demonstrated ability to work within a team including strong customer focus and good interpersonal skills, as well as the ability to establish and maintain effective partnerships and working relations in a multicultural, multi-ethnic environment with sensitivity and respect for diversity, including gender balance.
