Senior Evaluator

Requisitos:

• Second-level university degree in public policy, international affairs, evaluation or other social science, including training in evaluation-focused qualitative and quantitative data collection and analysis skills;
• A minimum of eight years of professional experience, with specific national and international evaluation experience;
• Established in-depth knowledge of professional evaluation processes, approaches, and methodologies, including rigorous and mixed-methods designs and innovative analysis techniques;
• Proven experience and expertise designing and leading complex, comprehensive evaluations using diverse methodologies;
• Demonstrated experience designing quantitative and qualitative data collection instruments (e.g. survey measures, performance measures, policy scoring, interview guides, and observation guides);
• Proven experience conducting analyses of quantitative and qualitative data using the most up-to-date analysis techniques and relevant analytic software packages and reporting on them in a clear, coherent and concise way for diverse audiences;
• Demonstrated professionalism and commitment to high quality standards and work integrity to contribute to and to maintain a highly professional and respectful working environment;
• Excellent written and oral communication skills in English; knowledge of another OSCE working language is desirable;
• Computer literacy with practical experience using Microsoft applications as well as quantitative and qualitative data analysis software in an evaluation context (e.g. SAS, STATA, NVivo, Atlas.ti);
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
• Ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, of different genders, and with diverse political views, while maintaining impartiality and objectivity.
